Is it possible to be a hearer of the word, but not do what it says? Does not the light and power enter the ears and into the heart? And is it possible that you are motivated and driven by the word to act accordingly and you still don’t do it? The ears, heart, hand and feet are members of one body and the same person. The entire human being is not such a undefined entity that the word of the almighty God would not saturate him completely like potent yeast a mass of dough.  There is a pond. Throw a stone into it. You’ll see waves rippling throughout the surface. There is a church. Speak a word and its sound carries throughout the sanctuary. And the word of God should not master the entire human person?

It is a wondrous mystery that the almighty Lord has limited the effect of his word. It is his mysterious will that his word can overcame all and everything, but will not force human opposition into servile submission. Just as the human will can not do anything for its salvation, it can do a whole lot for its damnation. It will have to stop to promote its damnation by opposing the word. It must hear the word as the vital instrument for its salvation. It must hear, listen and obey it. That is crucial. God’s word will overcome the opposition. He will awaken interest and even knowledge and insight. And still it remains a divine mystery of God’s grace and goodness that somebody is converted by the word and brought to saving faith – no longer opposed, but attached and obedient to the gracious gospel.

Father of our Lord Jesus Christ! We praise you for the richness of your gifts and goodness, especially the gracious gift of our salvation given to us through your Son Jesus Christ. Grant us here and in all places faithful teachers, willing hearers and obedient doers of your word. Let its light shine in all hearts that commit themselves into your hands, into your grace and care as the night is falling. Let your word remain with us until the new day appears and let it accompany us all the way to where your dear Son will be our light and salvation in eternity. Amen. (Hermann Bezzel)

He says many thousands of encouraging words to go the best way. He calls you to share his glory and kingdom. Take the most holy resolution possible and answer your saviour, whose calling you with the most friendly invitation: “Follow me!” with the “Lord, where shall I go? You are the one who enlightens my path, you make it more and more to be a sanctified sanctuary. I will follow you. I count my days since following you as the start of my life. Just as the ship follows the guidance of its ruder, so I follow the bidding of your blessed word. I desire to complete my days following you obediently!”

Lord Jesus Christ, you call your people to follow you in good and bad days, grant that we persevere with you in proper faithfulness and by your strength and support overcome all hardship and challenges. guptaEXECUTIVE AUTHORITY AND THE USE OF GOVERNMENT RESOURCES FOR PRIVATE BENEFIT

The Centre for Constitutional Rights noted with much concern media reports about public resources being utilised for the benefit of close private associates of the President and the ruling party.

According to recent reports, the South African National Defence Force’s (SANDF) Waterkloof Air Force Base and the South African Police Service’s (SAPS) flying squad, counter-assault team and VIP protection unit were utilised for the benefit of wedding guests of the Gupta family. In addition, immigration officials from the Department of Home Affairs (DOHA) were required to assist the private party with clearing immigration.

Apart from the obvious security concerns regarding the “unauthorised” use of an operational air force base just a few kilometres away from the Ministry of Defence and SANDF Headquarters, this matter also involve the possible gross misuse of public resources for private benefit. The incident also begs a further and even more serious question – who is exercising executive authority in South Africa and who is in charge of the security services if nobody claims to be responsible?

According to sections 85 and 86 of the Constitution, the executive authority of the Republic is vested in the President. He exercises the executive authority, together with the other members of the Cabinet, by co-ordinating the functions of state departments and administrations. As such, Ministers are responsible for the powers and functions of the executive assigned to them by the President. In addition, section 96(2) of the Constitution, determines that members of the Cabinet – including the President – and Deputy Ministers may not act in any way that is inconsistent with their office, or expose themselves to any situation involving the risk of a conflict between their official responsibilities and private interests. They may also, according to the Constitution, not use their position or any information entrusted to them, to enrich themselves or improperly benefit any other person.

In this instance the President is silent on how approval was given. Minister in the Presidency, Collins Chabane, did eventually say that action will be taken against anyone who had a role in allowing the privately chartered aircraft to land at Waterkloof Air Force Base. He also said that the now suspended Chief of State Protocol at the Department of International Relations and Cooperation (DIRCO), liaised directly with the Indian High Commission and did not inform any other government officials of the matter. He could, however, not say how or why the SAPS provided support to the Gupta’s guests.

According to SANDF spokesperson Siphiwe Dlamini, “no permission [was] granted to a private citizen to use the base”. Sonwabo Mbananga, spokesman for Minister of Defence, Nosiviwe Mapisa-Nqakula, reiterated that “the minister never authorised such a thing”. The DIRCO, in turn, referred the matter to the SANDF, but has meanwhile suspended its Chief of Protocol, whilst the SAPS referred questions to the Government Communications and Information Service (GCIS). The Department of Home Affairs (DOHA) claimed that as part of its broader mandate, immigration officials had been notified of the inbound flights and had sent the necessary personnel to the airport. It is clearly not necessary to elaborate on the obvious disquiet caused by these statements deprived of facts and reason.

Furthermore, even though the ruling African National Congress (ANC) has called for heads to roll – apparently referring to responsible government officials involved in the incident – they apparently also do not know who made the decision.

Who then authorised landing approval for Waterkloof Air Force Base? Who authorised deployment of SAPS resources and assets and who mobilised the immigration officials from the DOHA to clear the foreign passengers without the South African Revenue Service (SARS) being informed? Who is governing and exercising public powers and functions if nobody claims to know? If it is possible for public service officials to approve the use of state resources in this manner and coordinate such inter-departmental cooperation without the knowledge of their respective political heads, what does it say about effective political control over the powers and functions of these government departments?

Nonetheless, considering the departments and resources involved – the Department of Defence and the SANDF, the SAPS and the DOHA – it is highly unlikely that approval for the unprecedented support by all three departments to private individuals was given at any other level than by the respective Ministers in charge of these departments. Moreover, bearing in mind the coordinated effort, it can probably be assumed that the matter was at least coordinated at Cabinet cluster committee level, if not by the Presidency itself. If this was the case and if the use of public resources, in favour of friends of the President, was approved by members of the Cabinet, heads indeed need to roll. However, according to the Constitution, those heads are supposed to be the heads of those members of the Cabinet, of which the President is the head.

LÖHE ON JOHN 16:14

Holy SpiritJesus Christ says to his disciples: “The Holy Spirit will bring glory to me by taking from what is mine and making it known to you.” (Joh 16:14 NIV)

The Holy Spirit glorifies Jesus as he makes known the words of Jesus in their true richness and fullness. As he makes known the words of Jesus more and more, he also simultaneously lets the wisdom of our saviour shine forth gloriously. In his divine wisdom Jesus chose the most fitting and understandable illustrations and depictions for the divine revelation that the disciples were not out of their depth, but were addressed at their level of understanding and comprehension. Yet these basic teachings are still most profound and wise that even the most enlightened person can never fathom it all. It’s just to wonderful, marvellous and even beautiful. By leading us into this truth the Holy Spirit glorifies Jesus Christ. It is in unity with the Father and the Son that the Holy Spirit teaches simple words which occupy even the wisest of this world no end and yet infants can grasp it too by the grace of God. Jesus Christ as the Son has all in his hands – even the riches and fullness of the Father – and nobody gets access to this except the one, who receives if from the Holy Spirit, who has been tasked with drawing us to Christ through his word of enlightenment, encouragement and forgiveness. Together the holy Trinity is all out to work for us and our salvation.

Lord Jesus Christ, your work and being is giving and presenting. It’s our fault, that we have often misused your gracious gifts. Yet you send your most treasured Holy Spirit, that he will offer and lay out before us your truth and wisdom again and again. You don’t expect anything else from us. You want to present us with your grace, truth and mercy. Help us that we learn to take from your fill and goodness grace upon grace. Bless and keep us in the coming night and let us rest in your peace. Amen. (O. Riethmüller)

LÖHE ON JOHN 16:12-13

Pentecost“I have much more to say to you, more than you can now bear. But when he, the Spirit of truth, comes, he will guide you into all truth.”  (Joh 16:12-13 NIV)

There are things in life that promote and advance the mature Christians giving them wings to sour high above this time and world to heaven. However these very things may be a burden too heavy and bulky for those who are still young and childlike in their faith. Our dear Lord and savior indicates to his disciples that they are but in the beginning stages of their faith and in the knowledge of truth and the ongoing pilgrim with him. That is why he does not want to leave them behind as helpless orphans. Rather he will send and provide the comforter, the Spirit of truth to lead and teach them.

The Lord describes the truth as a wide landscape full of treasures and glories riches – a heavenly paradise. The disciples of the Lord are like pilgrims, who proceed further and deeper into his good world and way enjoying his fruits, gifts and treasures. Their guide on this blessed progression is the Spirit of knowledge and truth. Firstly he teaches the disciples to grasp the words and deeds of their master, then his suffering, dying, resurrection and glorification. He leads them in the divine truth and opens up the mysteries of God to them so that they now realize the truths that their Lord and master had shown, told and taught them. By this spiritual grace these truths  become a never-ending source and stream of godly enlightenment for the disciples granting them even insight in the things to come.

Thus he also does with us. He leads us firstly into those things that  the apostles saw and heard in the gospels, then in the acts of the apostles and in their epistles. This is the revelation of his blooming, flourishing and fruit-bearing tree of life, granting knowledge of the highs and lows, depths and summits, widths and breadths of his most divine plan for our eternal salvation.
